Senior Procurement Subcontract Specialist

Our client has a Senior Procurement Subcontract Specialist role available in Columbia, MD; in this role, you will play a pivotal role in managing the entire lifecycle of our global subcontracts, from identifying strategic sources and preparing proposals to subcontract completion and close-out. This position demands a comprehensive understanding of the complex nature of government acquisition and extensive experience operating within CPSR guidelines subject to the FAR and DFARS.

Key Responsibilities:

– Develop and implement strategies for subcontract management, aligning with company goals and compliance requirements.

– Manage global subcontracts, understanding and navigating international regulations and cultural differences.

– Negotiate terms and conditions of subcontracts, ensuring they meet the requirements of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).

– Conducted complex cost analysis and price negotiations to ensure subcontractor proposals met budgetary and project requirements.

– Manage and monitor subcontract performance, ensuring adherence to specifications, schedules, and quality standards.

– Lead cross-functional teams in evaluating and selecting subcontractors, incorporating risk management strategies.

– Ensure integration of environmental, safety, and ethical standards into subcontracting processes.

– Utilize ERP software for efficient management of subcontract data and workflows.

– Coordinate with legal and compliance departments to ensure subcontracts fully comply with all regulatory and contractual obligations.

– Mentor and guide junior team members, enhancing their professional development and understanding of subcontract management processes.

Required Qualifications:

– Bachelor’s degree in Business, Supply Chain Management, or a related field.

– Minimum of 10 years of experience in subcontract management within the defense sector.

– Experience operating within the defense sector and CPSR guidelines

– In-depth knowledge of FAR, DFARS, and other relevant regulations.

– Experience with complex cost analysis and negotiation of terms and conditions.

– Proficient in the use of ERP software for subcontract management.

– Demonstrated ability to manage subcontracts globally, with a keen understanding of international regulations and compliance.

– Strong leadership, negotiation, and communication skills.

– Ability to manage multiple projects simultaneously, with solid attention to detail and organizational skills.
